10th Amendment to the U.S. Constitution

So, what's threat mean exactly? The Tenth Amendment of the United States Constitution, which is part of the Bill of Rights, was ratified on December 15, 1791, but things have changed a lot since then!
Other than the Bill of Rights we've changed the United States Constitution on many occasions: however, the process is a laborious and lengthy one.
But, who would have ever guessed that we'd be looking at the 10th amendment over an issues such as national health care? But, we are, and I imagine the battle lines will be fierce. Think it not strange the one of the first salvos in the potential battle comes from the Lone State State: Texas.
Gov. Rick Perry, raising the specter of a showdown with the Obama administration, suggested Thursday that he would consider invoking states' rights protections under the 10th Amendment to resist the president's healthcare plan, which he said would be "disastrous" for Texas. Perry, the state's longest-serving governor, has made defiance of Washington a hallmark of his state administration as well as his emerging re-election campaign against U.S. Sen. Kay Bailey Hutchison in the 2010 Republican primary.
Earlier this year, Perry refused $555 million in federal unemployment stimulus money, saying it would subject Texas to long-term costs after the federal dollars ended. So, for Perry this might be a rally point for his battle to come against Kay Bailey Hutchinson; however, it just might be a battle cry for many other governors (Democrats alike) as they see the Federal government infringing in more and more state issues a d areas of responsibility.
